That's enough for your confidence. Or if you get a quicktime image with timecode burned in it, then you don't need to get the DV toolkit. You do need the MOtu DTP, though in order to synchronize PT to the incoming timecode. Connect the incoming linear timecode to the DTP's timecode input. Connect your video to the input of the DTP and then Lock Pro Tools to the SPDIF output of the DTP and receive MIDI timecode from the DTP. If you are working in NTSC, set the DTP to 44.1 K or 48K with the 0.1% pullup, and set it to SMPTE/VIDEO mode.
Pro tools LE will receive the MIDI timecode from the MOTU DTP and you'll see a display in HMS.milliseconds, but it will be accurate. If you converted your milliseconds manually over to frames you'd have accurate frames. But since you are not posting you really do not need the DV toolkit.
And for posting you could even get away without the DV toolkit because you can still display a quicktime movie and see the frames if you have a QT movie with burned in time code. The ONLY reason I can see for the DV toolkit is if you personally get mentally hung up about seeing milliseconds on your PT counter and want to locate it to an accurate frame. For that you could either use a simple manual millisecond to frames calculator, or lock a Quicktime movie with burned in timecode and just scrub watching the Quicktime movie. Since at this point you are probably in OSX you will also need a MIDI interface, and for that a simple cheap motu USB interface will do. Yes, definitly Protools can slave to MTC, not to midi clock but yes to MTC. The motu is nice because it sends the MTC via USB directly to your DAW from what it reads in it's SMPTE input, you don't need an extra midi port for it.
And as Bob says. There's no real need for the DV toolkit to work unless you are 'disturbed' by the milliseconds thing. I know many pro's who are working in post without the DV toolkit. If you feed it to the motu, the motu converts it inside to MTC, there's no way to slave PT LE to SMPTE without converting SMPTE to MTC, although you won't see it phisically on a Motu. You don't need the DV toolkit to slave PT LE to MTC, the DV toolkit it's just to show you the T.C.
